Councilmember Stephen Levin Announces: The MTA has agreed to relocate operations at 65 Commercial Street to sites in Williamsburg and Maspeth

In an April 6, 2011 letter to Deputy Mayor Robert Steel, MTA Chairman Jay H. Walder agreed to relocate the MTA’s operations from 65 Commercial Street to sites in Williamsburg and Maspeth, which had been identified by the City. The relocation agreement, which comes after almost six years of discussions between the MTA and City, ensures that the park promised to the community during the 2005 rezoning will move ahead.

“Today’s announcement that the MTA will relocate their facilities from 65 Commercial Street is a significant step forward for the long-awaited waterfront park. I want to thank Deputy Mayor Steel, Chairman Walder and their staffs for their hard work in ensuring that this park will become a reality,” Council Member Stephen Levin said. “Most of all, I would like to thank the countless Greenpoint residents who have fought for 65 Commercial for almost six years. Greenpoint deserves the parkland that was promised to them during the rezoning process. This agreement signifies the commitment of both the City and the MTA to ensure that 65 Commercial becomes public open space in the near future.” 

As part of the 2005 Williamsburg-Greenpoint waterfront rezoning, the MTA agreed to relocate the vehicles housed at 65 Commercial Street to facilitate the construction of a public park. The agreement required the City to identify appropriate sites for the relocation of the MTA’s Emergency Response Units (ERU) and paratransit vehicles. In 2008, the MTA agreed to relocate the Emergency Response Units to a site directly under the Williamsburg Bridge but, as Chairman Walder noted in the letter, “finding a location for the relocation of the New York City Transit’s Paratransit Operations currently housed at 65 Commercial Street has proved more difficult.” After reevaluating a property on 49th Avenue in Maspeth, Queens, the MTA has now found it to be acceptable for their needs.

As the 2005 agreement between the City and MTA stipulates, the City will be responsible for constructing the necessary facilities on both the Williamsburg and Maspeth sites prior to the relocation.

“I look forward to working with you and your staff as the City moves forward with its plans to create a waterfront park at 65 Commercial Street,” Chairman Walder wrote to Deputy Mayor Steel.

COUNCILMEMBER STEPHEN LEVIN’S COMMUNITY ACTIVIST OF THE MONTH

Dear Friends,

I am pleased to announce that this month’s Community Activist of the Month for Brooklyn’s 33^rd District is Joanna Oltman Smith. Joanna is a long-time resident of Park Slope and a dedicated activist. Joanna was even lauded by Only the Blog Knows Brooklyn as a “veritable one-woman crusade for safer streets for pedestrians and cyclists.”

Joanna has reached out to my office numerous times, always with great ideas to improve the quality of life in our neighborhoods. Last year, she participated in New Yorkers for Parks “Parks Advocacy Day.” Joanna reached out to all of her elected officials to make sure that they were attending this very important and informative conference.

Joanna has worked tirelessly to make the highly congested streets in Park Slope safer. She has testified at numerous City Council Transportation Hearings and Community Board 6 Transportation Hearings, as well as participating in other civic and community groups that address transportation issues in Brooklyn.

Joanna is also an active parent of two at PS 321. She volunteers weekly in PS 321’s cafeteria and library. She also volunteers frequently for regular classroom activities and PTA events.

Congratulations Joanna and thank you for being a tireless advocate for our community!

 Free Community Lecture on Nutrition for Disease Prevention

Memorial Sloan-Kettering Cancer Center’s Brooklyn Infusion Center will host a community lecture on nutrition for disease prevention on Tuesday, February 15, 2011 from 5:30 – 7:00pm at MSKCC’s Brooklyn Infusion Center, 557 Atlantic Avenue, between Third and Fourth Avenue. Lecture will be presented by Donald Garrity, RD/CDN Nutrition Counselor from MSKCC’s Integrative Medicine Center. Space is limited. To register, please call 718-752-6190.

In a partnership with the Metallic Lathers Union Local 46, Councilmember Levin discovered that Leviathan Construction has accrued over 180 Department of Buildings violations since 2008. In a letter to Canyon Johnson dated December 17^th, 2010, Councilmember Levin detailed some of the more disturbing construction incidents that have occurred on Leviathan site’s.

“A two-story scaffold at another Leviathan site in New York City collapsed while a worker was standing on it.  Other recent Leviathan safety violations include multiple crane malfunctions, fire hazards, dangerous street and sidewalk conditions and numerous cases of improperly supervised workers operating dangerous equipment without required safety licenses,” Councilmember Levin said.

“After discussing this project with the Department of Homeless Services and my constituents over the past few months, I have come to the conclusion that I cannot support this proposal,” Council Member Levin wrote.

Council Member Levin’s opposition to the shelter is based on the proposal’s failure to address Greenpoint’s current homeless population.  Since the beginning of his term, Council Member Levin, along with local activists, has advocated for a community-based supportive housing solution for Greenpoint’s current homeless population.  The proposed shelter at 400 McGuinness Boulevard would add 200 additional homeless individuals into the neighborhood, but it would not address the neighborhood’s present homelessness situation.

Additionally, Greenpoint is already home to more than its fair share of city services.  The neighborhood is home to the largest sewage treatment plant and a disproportionate share of waste transfer stations, compared to other areas of the city.  The proposed shelter would be one more area in which Greenpoint was asked to bear more than its fair share.

Other reasons for the Council Member’s opposition to DHS’s proposal include the proximity of the planned facility to the notorious Greenpoint Hotel SRO, located just one block away from the proposed site, and the isolated and dangerous character of that section of McGuinness Boulevard.
